Warrington Athletic Club Constitution and
Rules
1. The name of the club is
"Warrington Athletic Club".
2. The objects of the Club are to promote, and develop Athletics in accordance
with the Laws set by the Governing Bodies.
3. The headquarters of the Club are Victoria Park, Warrington.
4. The registered Club colours are: Red vest with white piping with a white star
on breast incorporating the Warrington Coat of Arms and black shorts.
5. The General Committee shall consist of the Officers of the Club and as many
other members as is considered necessary in order to administer the
running of the club. Positions on the Committee will be notified to
the members in writing at the headquarters of the Club at least 31 days prior to
the AGM. 1Positions will be filled at the AGM. The Committee will have the
authority to co-opt further people onto the Committee as they consider
appropriate.
6. The officers of the Club shall be the President, Chairman, General Secretary
and Treasurer.
7. The Committee shall meet at intervals not exceeding six weeks upon being
notified by the Secretary. The quorum at these meetings shall be six.
8. The Committee is empowered :
a) To fill any vacancies which may arise.
b) To co-opt members of the Committee.
c) To form sub-committees for special purposes, with responsibility to the
Committee.
d) To deal with matters not in these rules.
The Chairman and Secretary shall be ex-officio members of all sub-committees,
with the exception of the Disciplinary Committee.
9. The financial year shall end on 31st December and as soon after that date as
possible, the Treasurer shall submit accounts to the Honorary Auditors.
10. All books concerning the Club as a whole, shall be kept in such a place as
the Committee from time to time may decide and shall be opened at all
reasonable times for inspection by every member, or person, having an
interest in the funds of the Club, upon written request for such inspection
being received by the Secretary. All monies subscribed or paid, and
properly acquired or owned, for the purposes mentioned in these rules, in
whatever , shall belong to the Club and are hereby absolutely and for all
purposes invested in by the Committee for the time being, in joint ownership. No
trophy in the possession of the Club shall be disposed of without the
consent of the donor or his heirs.
11. An Annual General Meeting shall be held before the end of February of each
year and the business shall include:
a) Reports of past year's activities.
b) Presentation of the audited accounts.
c) Notices of motions.
d) Election of the Committee.
e) Election of two Honorary Auditors who shall not be members of the Committee.
12. A special General Meeting shall be called by the Secretary,
a) At the request of the Committee.
b) On written requisition of fifteen members.
13. A quorum at any General Meeting shall be twenty members, personally present
and eligible to vote.
14. All motions to be put before the A.G.M. shall be presented in writing to the
Secretary before 31st December.
15. Notice to all General Meetings and the business to be conducted shall be
given in writing to all members at least fourteen days before each
meeting.
16. Subject to rule 26 and 28 each member present at a General Meeting is
entitled to vote.
17. All voting under rule 18 shall be on a simple majority, the Chairman of the
meeting to have a casting vote.
18. No rule shall be made, or rescinded except at an A.G.M. or Special General
Meeting called for that purpose, and any such amendment shall be subject
to the concurrence of at least two thirds of the members present and
eligible to vote.
19. All members of the Club shall pay such subscription as shall be determined
at the A.G.M. All ages to be reckoned on 1st April in the
subscription year. Once a member becomes ineligible to compete at Junior level
(i.e. Under 19 on 31st December in the year of competition,) Senior
Membership fees will apply. This also applies to Training Fees as determined by
the Committee.
20. An application for membership of the Club must be made on the appropriate
form and be accompanied by one year's subscription. The application can
only be approved at a properly convened Committee Meeting.
21. An accepted applicant will be given a current membership card and a copy of
the Club rules.
22. Life members shall be elected only at General Meetings and shall have all
the privileges of ordinary members.
23. Vice Presidents shall be approached and accepted by the Committee.
24. Any member violating the rules and regulations of the Club or who, in the
opinion of the Committee, is guilty of any misconduct, or whose subscription is
in arrears, maybe expelled by the Club on recommendation of the Disciplinary
Committee, in accordance with the Disciplinary Procedures.
25. A member wishing to resign must give notice to the same in writing to the
Secretary no later than 24th March if he is to avoid liability for further
years subscription.
26. Only first claim members who have paid their current subscriptions are
entitled to
a) Vote at General Meetings.
b) Compete in Club Championships.
c) Represent the Club in an open team race.
2nd Claim members can compete for the Club in accordance with the
Laws of the Governing Body.
27. Any person nominated for or elected to the General Committee must pay
membership fees.
28. Second claim members can compete in Club handicap races and can represent in
the Club in non-trophy matches only.
29. Any member under the age of 14 shall be ineligible.
a) To vote at any meeting of the Club.
b) For election to any Committee, except in the capacity of captain.
Any Parent/Guardian, who is not a member of the Club, of any member under the
age of 14, may vote at an AGM or EAGM. These votes having a 50% voting right of
full members.
30. A.A.A. BLACKLIST RULE. The Committee shall have the power to expel any
member whose subscription is six months in arrears, providing
a months notice in writing shall have been sent to such member by a
registered letter addressed to his or her last known address, informing him or
her of the proposed action of the Committee.
31. The name and address of any person so expelled from the Club shall be
forwarded to the Honorary Secretary of the Cheshire County.A.A. and North
of England A. A. Every person whose name has been entered into the
"The Black Book", kept for that purpose, shall be suspended from
competing at any meeting held under A.A.A. laws until the liability causing his
said expulsion, shall have been discharged.
